Description Of Issue
The timing of WRAP seasons has put pressure on available windows to perform planned maintenance.
Proposed Solution
The planned outage grace period of 5 days at the beginning of a binding season should be allowed al the end of binding season as well. Specifically, a participant should be able to schedule a planned maintenance outage to commence between March 10th - March 15 or between September 10th - September 15th without losing credit for the resource for the entire month. While this only extends the windows for outages by a few days, it's a start and provides symmetry with the grace period at the beginning of a binding season.

Suggested Language Update
Tariff Section 16.2.8.1 should be corrected to state, "If a Qualifying Resource is planned to return to service within the first five days of a Binding Season or is planned to be out of service no sooner than 5 business days prior to the end of a Binding Season, WPP may approve a qualified acceptance of the FS Submittal, provided the deficiency is less than 500 MW."
Benefits
It's a start at providing some additional time to squeeze maintenance in between WRAP seasons.
