Description Of Issue

Participants are required by BPM 105 to provide operational test data for Run-of-River and Variable Energy Resources in order to receive QCC. Participants already provide annual actual output data by way of the Advance Assessment data request. This data can be referenced for purposes of validating output, instead of placing the onus on Participants to provide additional data in its FS Submittal. 

Proposed Solution

The WRAP PO references output data provided during the Advance Assessment data request process to verify output in order to award QCC. Resources which do not meet the thresholds stated in BPM 105 3.4.3.4 & 3.4.3.5 are flagged, and the Participant is given an opportunity to provide supplemental data.

Operational Tests shall be conducted at a minimum of 90% of the QCC for either Binding SeasonThe Program Operator will review data received during the Advance Assessment data request to verify a resource has operated at or above 90% of its QCC. Any hour with the resource operating at or above 90% of the QCC may be deemed a successful Operational Test. In case of failure to meet 90% of the QCC, the Program Operator will notify the Participant, at which time the Participant has 30 days to provide supplemental output data showing the resource has operated at or above 90% of QCC in the time frame since the conclusion or the most recent Advance Assessment data request process. If the Participant does not provide this supplemental data, the resource can only claim what it can achieved on in the Operational Testactual data provided for purposes of determining its QCC for the upcoming FS Submittal.

SeasonThe Program Operator will review data received during the Advance Assessment data request to verify a resource has operated at or above 90% of its QCC Any hour with the resource operating at or above 100% of the QCC may be deemed a successful Operational Test. In case of failure to meet 100% of the QCC, the Program Operator will notify the Participant, at which time the Participant has 30 days to provide supplemental output data showing the resource has operated at or above 90% of QCC in the time frame since the conclusion or the most recent Advance Assessment data request process. If the Participant does not provide this supplemental data, the resource can only claim what it can achieved onin the Operational Test actual data provided for purposes of determining its QCC for the upcoming FS Submittal.
