Description Of Issue
EWEB is seeking clarifications to business practices to outline appropriate treatment of non-gads thermal, and cogeneration units without dispatchability, in the FS and Ops program. Previously the recommended treatment of these units is to calculate a QCC using the accreditation method. However, since Ops program lacks a mechanism to report over/under performance of these types of resources its clear that this is not the appropriate approach for this resource type. It has been suggested that a forced outage should instead be calculated for these resources outside of gads reporting, which would allow for a project that has tripped offline to receive support from the program. This doesn’t address the issue of seasonal capacity that exists with cogeneration resources.

Suggest that this issue be deferred to FS and Ops working groups for review.

Ambiguity for the treatment of these sorts of resources create confusion for participants and may lead to concerns over non-performance during periods where the participant should have been able to rely on the program.
