Description Of Issue
EWEB and other BPA customers who plan to participate in the WRAP program need clarity on the QCC accreditation values for BPA provider of choice planned products including Slice and Block with shaping. Where BPA and WPP disagree on accreditation, there needs to be a process of reconciliation. Without reconciliation, BPA customers are likely to incur substantive loss of value as they would potentially be required to procure (overprocure) capacity to meet the standards of the program.

No suggested solution other than to review planned BPA provider of choice products for fit with WRAP. Where needed working with customers and BPA to determine the appropriate capacity of these products.

The WRAP program seeks to ensure an efficient set standards for meeting regional adequacy. To the extent that resource capacity of any resource is understated if has the potential to undermine the value proposition and the efficiencies that can be realized as a program. All WRAP participants want to ensure proper accounting for all resources to ensure the value proposition is maintained.
