Description Of Issue

EWEB is seeking clarifications to business practices to better define the difference between Planned and forced outages. In review of business practices, it’s unclear what types of events fall into each category. Examples include plant outages for safety reasons that are outside of the control of the utility between the FS and Ops periods. EWEB also seek clarification for how these outages should be reported in the operations program, assuming that the outage comes from a ROR plant and not a project with a known forced outage schedule.

Benefits

Ambiguity for the treatment of these sorts of outages create confusion for when participants are expected to procure additional capacity vs rely on the program for capacity shortfall should the need arise. Clarification helps to create more certainty for participants.
