Description Of Issue

Review of monthly PRM calculation practices. For EWEB, and potentially others, the combination of p50 load + PRMs result in FS obligations that appear irrationally high compared to historical experience and nearby months where capacity periods are historically higher. Example June periods where obligations are higher than July/Aug obligations. 

Proposed Solution

No suggested solution other than to review as high FS obligations for reasonableness per the goals of the program. High FS obligations limit the feasibility of WRAP implementation.

Benefits

Ensuring alignment of FS obligations with real need is core to the success of the program. Surplus capacity procured during lower risk periods do not support the efficacy of the overall program.
