There is a small error in the Summer and Winter % Deficit Definitions where the word “great” should be “greater”. Also, for these definitions is the denominator actually P50 Peak Load Forecast? APS believes that this may be best calculated by using the FS Capacity Requirements of the WRAP Participants, if P50 Peak Load Forecast is correct could the rationale of it’s use as compared to the FS Capacity Requirement would be beneficial in the body of the BPM.

Powerex notes there are some minor corrections required for the following definitions:

  1. Is the following phrase in the definition “As to a Binding Season, “ required ? 

Aggregate Capacity Deficiency: As to a Binding Season, is the sum of all Monthly Deficiencies of all Participants that submitted FS Submittals for such Binding Season, as determined following completion of the Cure Period for such Binding Season.

  1. The word “great” should be replaced with “greater”.

 Summer % Deficit: A value great than 0 that is the ratio of the Aggregate Capacity Deficiency for the WRAP as a whole for a Summer Season, divided by the P50 Peak Load Forecast for that Summer Season.

Winter % Deficit: A value great than 0 that is the ratio of the Aggregate Capacity Deficiency for the WRAP as a whole for a Winter Season, divided by the P50 Peak Load Forecast for that Winter Season.
