Idaho Power appreciates WPP's work in drafting this BPM and thinks it sets forth a clear and reasonable process for considering changes suggested by stakeholders.  One additional scenario that Idaho Power suggests could be addressed is stakeholder requests for time-sensitive changes.  There could be situations where Participants, stakeholders, or the Program Administrator or Operator identify potential changes to fix critical issues or that need to be addressed urgently.  In that case, waiting for the annual workplan development and Board approval process may not be feasible.  It seems there should be a process for considering and potentially acting on more urgent requests for changes.
