The Program Review Committee’s (PRC) 2025 Workplan assigned and scheduled Task Forces to develop prioritized Concepts into Proposals ready for comment.1 The PRC consolidated Concepts 2024-CRF-004 and 2024-CRF-001 into the DAM Task Force. The charge was to develop the Concepts on DAM Optimization and SWEDE Transmission Limits into a Proposal ready for stakeholder review as established in BPM 302 Program Review Committee Proposal Development and Consideration.
It is intended that WRAP Operations will be folded into the Markets+ Tariff beginning Winter 2028-2029, with the aim of capturing advantages inherent in a regional market (pending governance processes external to this Proposal). When WRAP becomes binding in Winter 2027-2028 and Summer 2028 (“Interim Seasons”), the existing WRAP Operations Program, and Southwest Power Pool’s (SPP) Ops Client, will still be utilized to execute sharing in the operating time horizon before WRAP responsibilities for the Forward Showing transfer fully to WPP and Operations Program responsibilities transfer fully to SPP.
In addition, it should also be noted that Rockies Subregion is in development (also pending governance processes external to this Proposal) that has effects on this Proposal (such as renaming of existing Subregions). The Task Force discussed the issues in the submitted Change Request Forms (CRF) in the context of the Interim Seasons and is proposing changes to the WRAP, including:
Removal of Tariff requirement for solicitation of a third-party central credit organization;
Classifying the Southwest and East Subregion (aka Southwest and East Diversity Exchange or “SWEDE”) as a Subregion with a Central Hub;
Removing the option for a Participant with a negative Sharing Calculation that has claimed Holdback Capacity on the Preschedule Day to adjust that amount down on the Operating Day (thereby removing WRAP variability on the Operating Day and allowing markets to run more freely) and clarifying when e-tags are needed;
Clarifying how Energy Delivery Failures will be determined (for Participants either in Markets+ or not);
Remove the redundant concept of Covered/Non-Covered (Energy) Delivery Failures; and
WRAP Settlement clarifications given some Participants will be in Markets+ and due to the removal of Covered/Non-Covered Delivery Failure concepts.
