Is the description of generation "uncertainty" referring to the ELCC and QCC for generating resources? Since WRAP is defining "uncertainty" differently for the Ops program the usage of "uncertainty" here is confusing. Either we reword this or we come up with different terminology for uncertainty in the Ops program (preferred, since it is really a safety buffer rather than a true measure of bi-directional errors).
