Bonneville submits itself to provide a member to this task force. Given our generation fleet, or transmission system, and our prominent role in facilitating power transfers across the West, Bonneville expects to play a key role in the operations of both day-ahead markets in the west. Additionally, Bonneville has taken a leadership role in market development in the west for the last several years and has significant staff expertise in the operations of both day ahead markets. These factors position Bonneville to make important and significant contributions to this task force.
Bonneville submits Matt Hayes as its nomination for its representative on this task force. Matt Hayes has 15 years of experience at Bonneville and is currently the Agency’s WRAP Program Manager. Matt’s primary experience at Bonneville has been in organized market development, NERC Compliance, and generation asset management. He has over 7 seven years of experience working to integrate BPA into organized markets (WEIM, EDAM, and Markets+).
2024-CRF-02 Earlier FS Metrics / Monthly Volatility (Long)
Bonneville submits itself to provide a member to this task force. Given Bonneville’s significant role in managing the region’s reliability, and its expertise in load and transmission planning, Bonneville has a significant interest in helping to develop any revisions to the FS metrics. Bonneville wants to bring its expertise to help refine these metrics to reduce monthly volatility, so as to ensure WRAP can continue to enjoy success and a large membership.
Bonneville submits Anthony Lusardi as its nomination for its representative on this task force. Anthony has been with Bonneville since June 2021 and currently serves as a Short-Term Load Forecaster. Since joining the agency, he has played a critical role in the development and implementation of Bonneville’s new load forecast. Over the years, Anthony has gained broad experience through his work across Bonneville’s Power Business Line, which has equipped him with a well-rounded understanding of Bonneville’s operations. With his cross-organizational experience and technical expertise, Anthony is well-positioned to support the development of revisions to the Forward Showing Metrics.
2024-CRF-03 Demand Response QCC (Medium)
Bonneville submits itself to provide a member to this task force. Given Bonneville’s significant role in managing the region’s reliability, and its expertise in load and transmission planning, Bonneville has a significant interest in helping to develop the Demand Response QCC.
Bonneville submits David Moody as its nomination for its representative on this task force. For the past 3 years David has led the Energy Efficiency Organization’s demand side management efforts including the launch of a demand voltage reduction pilot. Daivd has been at Bonneville for 14 years and has filled a variety of leadership roles in the energy efficiency organization including managing the Marketing, Programs, Planning and Evaluation, Contracts, and Distributed Energy Resources teams. David currently serves as Deputy Vice President of Energy Efficiency.

Given our generation fleet, or transmission system, and our prominent role in facilitating power transfers across the West, Bonneville expects to play a key role in the operations in both day-ahead markets in the west. This gives Bonneville both a significant interest in the outcome of this task force, and expertise to make significant contributions to its work.
Bonneville submits Andy Meyers as its nomination for its representative on this task force. Andy has been at Bonneville for nearly 25 years and brings extensive expertise in power and transmission trading and scheduling practices. He currently serves as Bonneville’s EDAM program manager and is in charge of coordinating with committed EDAM entities to implement Bonneville’s participation in EDAM via managing its load obligations that are located in BAAs that intend to join EDAM. Andy has spent the last several years coordinating with both SPP and EDAM on day-ahead market development and implementation.

General Comment
Bonneville greatly appreciates the work of WRAP members, WPP staff, and specifically the PRC in standing up this change process and developing this workplan. Bonneville remains a staunch supporter of the WRAP and its goals for fortifying reliability in the Western Interconnection and looks forward to working with its fellow members to address these items so that the program can continue to enjoy success and a large membership.
