2024-CRF-02 Earlier FS Metrics / Monthly Volatility (Long)

Tacoma Power appreciates the opportunity to submit nominees and would like to participate as a member of the Earlier FS Metrics/Monthly Volatility task for. Tacoma Power shares the concerns about volatility of the FS metrics and the relatively short timeframe to acquire necessary resources. Specifically, Tacoma Power would like to nominate Leah Marquez-Glynn to this task force. She has been involved in WRAP on various workgroups since relatively early on in its development and is familiar with the relevant technical details of the FS program.

2024-CRF-03 Demand Response QCC (Medium)

Tacoma Power shares the concerns of the sponsor and would like to participate as a member of the Demand Response QCC task force. Specifically, Tacoma would nominate Connor Lennon. His expertise is in resource modeling and is currently on the FS workgroup for Tacoma.

2024-CRF-05 Load Growth Factor (Long)

Tacoma power shares the concerns of the sponsor and would like to participate in this work group to help make the load growth forecasts more accurate to avoid over or under-estimating WRAP FS obligations. Tacoma would nominate Connor Lennon. He has experience in load forecasting and the WRAP FS program.

2024-CRF-08 CAISO Firm Transmission (Short)

Tacoma Power would like participate in this workgroup to help resolve the current ambiguity around CAISO high-priority wheeling in WRAP. Specifically, we would nominate Leslie Almond for this workgroup. She has expertise in regional transmission issues.

2024-CRF-10 Capability Testing Off-Season (Short)

Tacoma Power has concerns about testing requirements for hydro resources related to testing during a low water year that appear like they might dovetail well with the goals of this workgroup. Tacoma would like to specifically nominate Saul Villarreal for this task force. He has expertise in resource operations and QCC calculations and is Tacoma’s representative on the Storage Hydro User Group.

2024-CRF-12 ELCC by Vintage / Indicative QCC for Long-Term Storage (Long)

Tacoma Power would like to participate in the ELCC by Vintage task force. Tacoma would like to have the ability to influence policy on this topic in order to ensure the WRAP program is durable and achieves its goals. Specifically, Tacoma would nominate Connor Lennon. He has experience with the WRAP FS program and resource modeling.

2024-CRF-14 Joint Owner Flexibility (Short)

2024-CRF-15 Planned Outage Clarification (Short)

Tacoma Power would like to participate on this task force to ensure that the rules around outages are clear and allow for as much flexibility as is reasonably possible without sacrificing the intent of the WRAP program. Specifically, Tacoma Power would nominate Saul Villarreal, the Resource Operations lead for Tacoma Power. He has experience scheduling generator outages and calculating the hydro QCCs for Tacoma Power.
