In the event a change involves an IT process, it would seem appropriate either in the request form, the Workplan or elsewhere to provide an install plan, backout plan and test plan. This would help set expectations in the event a change is not seamlessly implemented, similar to common ITIL practices.

PAC would like to see a change request collection and review process occur more frequently than once per year, particularly during the transition period. As BPMs and the Ops Program are implemented and stakeholders gain experience early on, unintended outcomes may emerge that have a material effect, but do not necessarily warrant an expedited review as outlined in BPM 303. PAC believes an increased cadence of the normal change request process (at least during the transition period, but ideally permanently) would reduce the amount of potential Expedited Review Process requests.

Pacificorp appreciates WPP's ongoing effort to develop the WRAP and enjoys the opportunity to comment on BPM 301.
