COMMENT FOR BPM 205 - Energy Deployment

02: Please supply any comments related to the Confirming and Declining Energy Deployment section (3).

SRP suggests the WPP clarify whether there are any specific actions required between WRAP participants for confirming or declining energy deployment that are not an available action in the PIT.

03: Please supply any comments related to the Tagging and Scheduling section (4).

SRP request clarification on the process for tagging energy confirmed in the day-ahead environment. If energy can be confirmed/declined up to 85 minutes ahead of the operating hour and tagged within 60 minutes ahead of the operating hour, it is unclear how energy “confirmed” in the day-ahead environment should be tagged within standard pre-schedule timeframes.

04: Please supply any comments related to the Tagging and Scheduling - Energy Deployment Transmission Requirements section (4.1).

SRP requests that BPM 205 provide guidelines or alternatives for situations where participants may not be able to secure adequate transmission. Including steps for notifying relevant parties and referencing the waiver process may be beneficial. This can help participants understand their responsibilities when transmission constraints occur.

05: Please supply any comments related to the After-the-Fact Energy Deployment Information section (5).

To support participants in meeting data submission requirements, SRP recommends including a process and/or expectations for participants who may face challenges in submitting after-the-fact data within the 168-hour timeframe due to unforeseen circumstances.

06: Please supply any comment related to the Raise Hand Tool section (6).

SRP suggests providing detailed instructions on the use of the Raise Hand Tool to ensure participants fully understand when and how to utilize the feature. Detailed instructions should include step-by-step guidance and examples of appropriate usage scenarios.

Additionally, SRP suggests adding the word “bilateral” for clarity - “After-the-fact Energy Deployment information (see Section 5) is not required after bilateral transactions resulting from the Raise Hand Tool."

General Comment

SRP is encouraged by the WPP’s ongoing efforts in the developing of WRAP BPMs and has provided comments on relevant sections within this BPM.
