Key Details:

  • Pay: $200,000 – $245,000/year DOE
  • Location: Remote in select states - must reside within the following areas: AZ, OR, WA, UT, NV, CA, WY, MT, ID, NM, CO, El Paso TX (if located in the Portland-metro area, role would be hybrid flexible)
  • Schedule: Full-time, Monday – Friday, 8am – 5pm PST

 Qualifications include:

  • 10+ years in resource planning and acquisition, power management, or western energy policy, including some combination of the following:
    • Experience establishing and implementing an organization’s long-term resource planning efforts. Familiarity and/or experience with the Western Resource Adequacy Program (WRAP) required.
    • Experience working at a utility in the Western Interconnection managing and implementing a utility’s resource adequacy program or experience working at a regional transmission organization managing and implementing a regional resource adequacy program strongly preferred.
    • Experience in Western energy policy particularly as it pertains to the challenges posed by a changing resource mix, load growth and the impacts of an evolving climate.
  • Experience with or familiarity of probabilistic loss of load and capacity accreditation modeling (especially SERVM).
  • Experience leading cross-functional teams and interfacing with boards and executive leadership
  • Demonstrated experience in stakeholder-driven processes and governance.
  • Strategic mindset with a deep understanding of both operational realities and policy implications in the energy sector.
  • At least 2-4 years’ experience managing direct reports.
  • Bachelor's degree in engineering, finance, economics, operations research, mathematics, business (or related fields), or equivalent experience including applicants skilled through alternative routes. Advanced degrees in related fields preferred.

 What You’ll Do: The WRAP Director is responsible for the overall efficacy and functionality of the program. Overseeing the implementation, governance, and evolution of the WRAP, this position will lead cross-functional WRAP teams, serve as a key liaison between WPP, program participants, the Program Operator, and the WPP Board, and provide strategic guidance that ensures WRAP’s long-term success and alignment with regional needs. This role is both visionary and operational, requiring a systems thinker and a collaborative leader to shape WRAP as it transitions into a binding regional program.

Additional responsibilities include, but are not limited to:

  • Manage the day-to-day implementation of WRAP.
  • Develop and execute clear goals, success measures, and strategic implementation plans for WRAP, ensuring key deliverables are met while aligning with WPP Members' expectations and priorities.
  • Effectively manage and lead a team by defining clear roles and responsibilities, goals, deliverables and outcomes for each individual.
  • Managing the contractual relationship with the WRAP Program Operator (Southwest Power Pool) in collaboration with WPP’s WRAP operations and other WPP senior leaders.
  • Serve as a subject matter expert on WRAP policies, ensuring implementation aligns with governing documents and regulatory requirements while identifying necessary updates. Support the WRAP policy team and represent WRAP in key forums, including committees, conferences, and regulatory discussions.
  • Work with WPP compliance team and implementation team to ensure compliance with WRAP governing documents.
