2024-EP-1 Revised Transition Plan

In the WRAP Participants’ Binding Season Letter published April 22, 2024, it was noted that the WRAP Tariff currently includes a transition plan to phase in deficiency charges. Participants indicated their intention to develop a proposal for a revised transition plan to enable binding operations to begin in 2027. This Expedited Proposal includes the RAPC’s revised transition plan and the associated Tariff changes necessary to implement them.

The attached list of changes (with specific language included in Attachment A - red-lined Tariff) aim to revise the Tariff to allow for a transition plan that enables binding operations to begin in 2027.

Per BPM 303 - Expedited Review Process, the RAPC have identified that the described changes target Exigent Circumstances having significant impacts to utility service. Any comments submitted prior to the Board's consideration on September 19th will be distributed to the Board for review.
