An update to the Variable Energy Resource (VER) Zones maps in BPM 105 is needed:
This change is needed to maintain alignment between the Subregions and VER Zones for modeling purposes. With the updated Subregions from the changes to BPM 102 Forward Showing Reliability Metrics made at the end of 2025, currently some VER Zones reach into both Subregions creating a disconnect in the modeling between loads and resources. Additionally, since some resources (such as Energy Storage Resources (ESR)) are studied on a Subregional basis, this mismatch between the Subregions and VER Zones could result in hybrid resource accreditation being based on different Subregions. It is also important to note that the geographic area of Wind Zone 6 was initially included in Wind Zone 2, but the area that was in the MidC Subregion was subsequently separated into Wind Zone 6 to ensure those resources were in the correct Subregion. The same is also true of Solar Zone 3, which was initially part of Solar Zone 1. Therefore, the characteristics of the wind and solar potential in the respective zones are similar to the VER Zones they are “joining.”
Note that this change does not preclude or prevent the eventual adoption of policies to further revise the Subregions with outcomes from day-ahead market integration efforts, but is nevertheless essential to enable the timely undertaking of LOLE and ELCC modeling for Winter 27/28 metrics.
