BPM 401 presently supports a single annual onboarding process whereby new Participants execute a WRAPA effective September 15 and follow a sequence of registration, data submission, Forward Showing, and testing activities that culminate in participation in the Summer Binding Season. The current single annual onboarding opportunity creates an immediate and time-sensitive barrie for entities whose WRAP participation depends on external regulatory approvals, tariff changes, contractual arrangements, or Markets+ implementation activities that may occur after the existing onboarding deadline.
Absent expedited action, otherwise qualified entities may be unable to enter WRAP in time to support Winter Binding Season participation, Markets+ implementation readiness, and coordinated regional resource adequacy planning. Delaying consideration through the ordinary stakeholder process could therefore create significant impacts to utility service, reduce timely participationopportunities, and impair the ability.
