Overview

Lead Sponsor's (WPP and IPC) Description of the Issue:

As WRAP has progressed toward binding implementation, Participants have continued to evaluate the practical application of the Program's Transition Period provisions.

Following discussion in 2024 and adoption of the Revised Transition Plan in 2025, Participants continued exploring the treatment of Forward Showing Deficiency Charges during the Transition Period (Summer 2025 – Winter 2028/2029). Those discussions resulted in adoption of the October 2025 RAPC Resolution directing development of an Expedited Proposal establishing a temporary Forward Showing Deficiency Charge Deferral mechanism.

Since adoption of the Resolution, WPP and WRAP Participants have continued to refine the policy framework through stakeholder discussions. This proposal fulfills the direction provided by the RAPC and reflects the outcome of those discussions.

The Resolution recognized that this initial, Expedited Proposal should be limited to the Transition Period and further directed that an enduring approach to Deficiency Charge treatment be considered separately through the standard stakeholder process. This Transition Period proposal in no way establishes the baseline, preferred approach, or presumptive framework for any longer-term Deficiency Charge deferral policy. Any enduring approach may adopt, modify, reject, or replace the concepts reflected in this temporary proposal through the standard stakeholder process.

Note that the Transition Period is inclusive of the Interim Seasons (Winter 2027-2028 and Summer 2028) before WRAP responsibilities for the Forward Showing transfer fully to WPP and Operations Program responsibilities transfer fully to Southwest Power Pool (SPP).
