Creates a new Rockies Subregion in the WRAP Tariff and BPMs to accommodate new Participants and enable PRM adoption and continued LOLE and ELCC modeling for the Subregion.
New Participants that are located in areas that do not fit into the existing Subregion definitions have signed WRAP Agreements (WRAPA). This proposal would make the changes in the WRAP Business Practice Manuals (BPM) to add a new Rockies Subregion. The changes are found in BPMs 102, 103, 105, 108, 206, and the WRAP Tariff.
Note that this change does not preclude or prevent the eventual adoption of policies to further revise the Subregions as a result of day ahead market integration efforts, but it is essential to enabling the timely approval of planning reserve margins (PRM) for Summer 2027 (using Summer 2028 values as proxy) and to continue LOLE and ELCC modeling for Winter 2027-2028 for the new Rockies Subregion (using Winter 2028-2029 as proxy).
