Edits to BPM 202 on MD / OD File Prioritization

Lead Sponsor's (WPP) Description of the Issue:

Business Practice Manual (BPM) 202 Participant Sharing Calculation Inputs describes the MultiDay (MD) files necessary to run the Operations Program Sharing Calculation, which includes at least seven Operating Days’ worth of forecast data, and Operating Day (OD) files used to post updated Sharing Calculation results, hour by hour, for the Operating Day.

BPM 202 currently states that the OD file “is mainly used for informational purposes in the Operations Program.” While this statement is accurate, OD files are also utilized during the Preschedule Day Sharing Calculation process when both MD and OD files are available for the same operating hour. This functionality was implemented at the request of Participants to ensure the Sharing Calculations incorporate the most current forecast information that is available
within the OD files.

Accordingly, BPM 202 should be updated to clarify the purpose and use of both MD and OD files, as well as provide greater transparency regarding the logic that the Operations Client applies when processing these files. These revisions will better align the BPM language with current operational practices and system functionality.
