SRP suggests providing detailed instructions on the use of the Raise Hand Tool to ensure participants fully understand when and how to utilize the feature. Detailed instructions should include step-by-step guidance and examples of appropriate usage scenarios.
Additionally, SRP suggests adding the word “bilateral” for clarity - “After-the-fact Energy Deployment information (see Section 5) is not required after bilateral transactions resulting from the Raise Hand Tool."
Suggest adding language that clearly states the ‘Raised Hand’ function is not constrained by the results of the Sharing Calculation; it can be used for any event or time resulting in an ‘unmet energy’. The currently language tries to get to it with ‘in excess of assistance’ but it would be worth expanding to make this very clear. Raised Hands is above and beyond (outside) the Sharing Calculation actions of the program, in both help of MW’s and in settlement.
The way in which this section is written implies that only a deficit entity can use the raise hand feature because it states, “…this is excess of assistance provided by Holdback Capacity or Energy Deployments” which means only those with deficit sharing calculations could raise their hand. APS believes that the raise hand tool could be used by all participants regardless of sharing calculation results.
