PacifiCorp appreciates WPP's commitment to publicly post the Total Settlement Price for each hour of the binding season.

Program metrics around holdback MW volumes would also be helpful for Participant analysis. Hourly, daily, and monthly volumes by subregion would add valuable insight into how the WRAP is being utilized.

A metric covering the rate of successful holdback delivery would also be valuable to stakeholders. This successful delivery metric would look something like a percentage (delivered holdback divided by holdback requested). This would give Participants some idea of how often holdback requests are fulfilled.

1.  "Sufficient detail" has been a topic of discussion in the working groups.  BPA suggests language to be included that identifies the details of what is required "at minimum."  Will this be defined in the Settlements Interface Guide?

Is there more specificity available to be added in this document related to transaction details?  Things like date, time, location delivered, quantity requested,  and quantity delivered are all items that would make validation easier for Participants.
