Tacoma Power appreciates the work of the PRC and its members, both in submitting CRFs and participating in the prioritization discussions. We support the draft workplan and hope that the work and expertise already created by task forces in 2025 and 2026 can carry forward as a starting point for the upcoming workstreams.

05. Please supply any comments on Section 2. PRC Prioritization Exercise
Tacoma Power believes the Prioritization Exercise gave participants an opportunity to discuss the issues that are most critical in the short-term and long-term. We also believe there are lessons to be learned from this year’s exercise. In hindsight, the secret-ballot nature of the voting process seemed complicated. A committee discussion of prioritization, with iterative roll-call votes as that discussion evolves, could be an option to consider in the future.
We support the current prioritization and workstream, and hope that future attention can be given to any CRF that was not prioritized during this year’s process. Tacoma Power sees value in future prioritization of the proposal to provide additional transparency to WRAP benefits through resource estimates.

Tacoma Power supports the outcomes described in this section. Given the substantive forward showing design changes proposed by the current PRM Task Force, the first task of any Shoulder Month PRM (SCL #12) analysis should be to review the PRM Task Force proposal to determine whether further PRM changes are needed or whether the forward showing process with the PRM Task Force proposals sufficiently meets participant needs. It may be that with the PRM Task Force’s proposed changes to the forward showing, particularly the proposed shortening of the seasons, a second PRM change process is unnecessary.

General Comment
Tacoma Power appreciates the opportunity to comment on this draft workplan, and the work of WRAP and WRAP Participants to evaluate priorities in advance of the Winter 2026-27 Binding Season. Considering that approaching deadline, this draft workplan appropriately prioritizes the most crucial issues. The task forces that have been operating throughout 2025 and 2026 have made meaningful progress and built a valuable knowledge base. We hope the continuing workstreams described in the draft workplan can build on that progress and knowledge base. We recognize that not every issue submitted to the PRC was able to be included in this Draft Workplan, and we hope that issues that were not prioritized here can receive continued attention later. Specifically, Tacoma Power agrees that participants would gain significant value from a more transparent quantification of WRAP benefits and capacity savings.
