Tacoma Power believes the Prioritization Exercise gave participants an opportunity to discuss the issues that are most critical in the short-term and long-term. We also believe there are lessons to be learned from this year’s exercise. In hindsight, the secret-ballot nature of the voting process seemed complicated. A committee discussion of prioritization, with iterative roll-call votes as that discussion evolves, could be an option to consider in the future. We support the current prioritization and workstream, and hope that future attention can be given to any CRF that was not prioritized during this year’s process. Tacoma Power sees value in future prioritization of the proposal to provide additional transparency to WRAP benefits through resource estimates.

NorthWestern would like to thank the PRC for formally prioritizing NorthWestern and Renewable Northwest’s joint 2025-CRF-9/10 as the second highest 2025 Change Request Form ranking during the PRC’s 1/28/26 meeting. The high prioritization of 2025-CRF-9/10 reflects the PRC’s recognition of the very high value proposition that regional transmission projects could provide to the WRAP.
