SRP encourages the WPP to include or reference the process for any scheduling responsiblities of the deficit and surplus participants to ensure sufficient transmission capacity. Additionally, SRP recommends the WPP consider whether any pontial procedures should be included for circumstances where the primary delivery paths are unavailable.
