The enclosed Non-Task Force Proposal (NTFP) 2024-NTFP-4 provides corrections to the Winter and Summer P50 Peak Load Forecast Methodologies in Business Practice Manual (BPM) 103 Forward Showing Capacity Requirement. Clear direction and a robust policy for discrete load changes is important for all Participants experiencing discrete load changes, but is of particular consequence when one Participant transfers the responsibility for its load and resources in its entirety to another Participant, as is anticipated by Snohomish PUD’s transition in BPA service contracts, resulting in BPA representation of Snohomish’s load in October 2025.
On December 18th, 2024, the Program Review Committee (PRC) made 2024-NTFP-4 available for public comment until January 8th. No comments were received.
The Committee of State Representatives has two weeks for additional comment per the process described in BPM 302 Proposal Development and Consideration.
