 Western Resource Adequacy Program (WRAP) Proposal for a new Demand Response (DR) Qualifying Capacity Contribution (QCC) methodology that would calculate monthly values based on resource constraints and availability




The Program Review Committee’s (PRC) 2025 Workplan included Concept 2024-CRF-003 leading to the implementation of the DR QCC Task Force. The charge was to explore the incorporation of call limits (and other possible constraints on availability) into the calculation of QCC for use-limited resources such as DR programs used as DR Capacity Resources in the Western Resource Adequacy Program (WRAP), and for the Task Force to develop a Proposal for stakeholder review in accordance with BPM 302 - Program Review Committee Proposal Development and Consideration.

The Task Force discussed the issues in the submitted Change Request Form (CRF) and is proposing the following changes to the WRAP:

  • A new QCC methodology for DR Capacity Resources based on the monthly average availability of such a resource during the appropriate ten-Year set of Capacity Critical Hours (CCH) subject to the constraints of the DR program; and
  • An updated Capability Testing requirement for DR Capacity Resources that is a demonstration of the maximum load reduction at either: the daily hourly limit (maximum number of hours per day claimed); or, for resources with weekly or monthly hourly limits, for one hour.
  • Operational Testing requirements will remain the same.
