Section 19.5 is difficult to interpret, possibly due to extra commas or suboptimal placement of the “ending on the Preschedule Day” detail.

In 20.4.1.2 propose to include “…unless mutually agreed to by both deficient and surplus Participants”. This would allow for any arrangement where transmission becomes unavailable to be re-supplied at an alternative location.
