The Task Force was convened to review both the ELCC methodology and the QCC methodology for new Long Duration Storage resources that do not fit into an existing resource class. The Task Force decided to bifurcate the two topics, and this proposal addresses the QCC for new Long Duration Storage resources only.
When registering a Long Duration Storage resource through the Advance Assessment process, there is currently a gap for new Long Duration Storage resources that do not fit into an existing resource class. This omission from WRAP policy creates uncertainty for Participants and others as to how or if such a resource can be counted to meet a Participant’s Forward Showing Capacity Requirement.
This proposal adds details to Business Practice Manual (BPM) 105 Qualifying Resources to provide instructions on how a Participant may register a new Long Duration Storage resource that does not fit into an existing resource class.
