Powerex notes that according to the new formula, the Make Whole Adjustment has a minimum value of zero, not a maximum of zero. To reflect this, the language in the paragraph preceding the formula should read “The Make Whole Adjustment has a minimum value of zero and is determined as follows:”.

SRP supports the proposed tariff revisions that correct issues and facilitate participants effective utilization of WRAP. SRP appreciates the WPP’s efforts in revising the tariff to align with intended policy and improve the functionality of WRAP. SRP looks forward to reviewing the final version of the tariff to ensure the program will effectively work for all participants.
BPA appreciates the opportunity to provide comments.
The Tariff change request document says it has been amended in sec 16.1.2, 16.2.5.4, and 20.1.1 to:
“Providing Participants with three mutually exclusive options for demand response:
1) Leave in historical load;
Or extract from historical load and either:
2) Deduct from monthly P50; or 3) use to meet FS Capacity Requirement”
This objective was not apparent from the edits of those sections – if WPP wants to convey this, they may want to state it more clearly.
Section 9 refers to section 7.2.2. There is no section 7.2.2 in the tariff.
