Matt is Bonneville’s WRAP Program Manager, with significant experience in Bonneville’s processes and in WRAP. He will be able to speak to and provide relevant expertise on the topics this task force will cover.

TEA would like to be considered for membership on the Data Center/Large Loads Task Force.  TEA is a WRAP binding participant as a Load Responsible Entity for several Northwest consumer-owned utilities that either have existing large loads in their service territories or are actively evaluating new large loads for interconnection into their service territories.  As such, TEA has a particular interest in this Task Force.  TEA's main point of contact for this Task Force will be Ed Mount and TEA will assign an additional subject matter expert as needed along with Mr. Mount prior to the formation of this Task Force.

Enzo Nutile, Northern Wasco County People's Utility District (NWCPUD). Enzo has experience with power marketing and procurement, power operations, NLSL load service, and carrying system reserves for reliability. He would be a good addition to this task force.

Powerex Corp. appreciates the opportunity to submit nominations for Task Force participation and submits our nomination for participation in Task Force 2025-CRF-14/19. Powerex possesses extensive knowledge in energy trading, market design, transmission and generation system modelling and forecasting, and has been an active participant in the SPP Markets+ market development effort and has also closely followed the CAISO EDAM development effort and participated in its stakeholder process. Since the inception of the WPP WRAP development effort, Powerex has been active in all aspects of the Program’s design and formation. While specific team leads will be assigned once the various task forces are formed, Powerex’s contribution to the effort would be made from our team of traders, analysts and policy experts which includes: Derek Russell – Director, , Power; Ryan Holyk – Trader; Glen Tang – Director; Rob Gosselin – Trader; Power; Raj Hundal – Director, Market Policy; and others, as required.

Damon Pellicori, Northern Wasco County People's Utility District (NAESB Entity NWC). Damon is the Power Planning Manager for NWC and has experience with power supply planning and procurement, power operations, NLSL load service to hyperscale data centers, and carrying system reserves for reliability. In addition to Enzo Nutile, Damon would be a good addition to this task force.

Brandon Holmes

APS has been actively involved in all aspects of WRAP development and design since the Program’s inception. We would like to nominate Brandon Holmes for this task force. Brandon is part of the APS Market Policy group and has been engaged in WRAP-related efforts over the past couple years, including participation in task forces under the 2025 PRC Workplan. Additional APS subject matter experts will support the task force as needed.

Portland General Electric nominates Teyent Gossa for this task force.

Google would like David Matusiak to be considered for membership on the Data Center/Large Loads Task Force. As a hyperscaler, Google has multiple data centers with significant load in the Northwest, and would appreciate the opportunity to provide input and expertise to support development of policies impacting data centers and large loads. David serves as an Energy Market Development lead for the Western US and will provide subject expertise to the taskforce as needed.

SRP would like to nominate Jed Cohen, SRP's Senior Manager of Load Flexibility Programs for membership on the Data Center/Large Loads Task Force. Jed's experience with load flexibility makes him well positioned to provide perspectives as the Task Force considers how such loads and resources should be treated in WRAP.

Tacoma would like to be considered for membership on the Data Center/Large Loads workgroup. Tacoma has been involved in WRAP since the inception of the program and is especially interested in making sure that the program addresses the issue of data centers/large loads. We would like to nominate Carly Page.

Idaho Power nominates Nicole Blackwell for this task force. Idaho Power, and Nicole, have been heavily involved in WRAP for the past several years, and Nicole is a knowledgeable WRAP expert.
