Section 5.1 states that a participant shall validate the load forecast methodology of their forecasting tools with the Program Administer in advance of the Binding Season. NV Energy would like to understand how frequently this methodology validation would occur and how far in advance of the Binding Season should the validation occur.  It would be helpful if the Business Practice Manual included additional details about the validation process. Additionally, it would be helpful to understand why it is necessary to include this validation process before each binding season when the other forecasts are simply monitored.

SRP requests confirmation that the Program Operator’s evaluation of a Participant’s surplus or deficit status does not require forecasted hourly Energy Storage Resource output and Demand Response utilization as inputs from the Operations Program.
