Clarify in WRAP Tariff and BPMs that CAISO “high-priority wheeling through” qualifies for WRAP FS transmission requirements, eliminating compliance ambiguity.
Background:
The current WRAP Tariff includes a Forward Showing (FS) Transmission Requirement that must be met with “NERC Priority 6 or 7 firm point-to-point transmission service rights or network integration transmission service rights.” CAISO refers to its firm transmission product as “high priority wheeling through” but does not designate it with a NERC Priority rating. Further, the current WRAP Tariff does not explicitly recognize this terminology or specify its equivalency to NERC Priority 6 or 7.
This omission from the WRAP Tariff creates uncertainty for participants relying on CAISO high priority wheeling through to meet WRAP requirements. Without explicit recognition, Participants could face compliance risks despite securing the highest available firm transmission from CAISO.
The Task Force was convened to review the how the WRAP Tariff discussed transmission and consider adding language to explicitly include CAISO “high-priority wheeling through” or equivalent products that may not utilize a NERC Priority designation, as eligible to meet the WRAP FS Transmission Requirement.
