The Energy Authority, Inc. (TEA) appreciates the opportunity to submit nominations for Task Force membership and respectfully nominates itself for participation in the Day Ahead Market Optimization/SWEDE Limits PRC Task Force. TEA is currently a participant in WRAP as a Load Responsible Entity (LRE) for three consumer-owned utilities that are self-scheduling entities within the Bonneville Power Administration’s (BPA) balancing authority area (BAA). BPA has recently released a Record of Decision which establishes the agency’s intent to pursue participation in Southwest Power Pool’s Markets+ day-ahead market (SPP M+). As embedded entities within the BPA BAA, TEA’s LRE utilities would also be participants in SPP M+ along with BPA. With WRAP as the specific resource adequacy program identified in the SPP M+ framework, this along with the aforementioned circumstances make TEA keenly interested in participating in this Task Force. Additionally, TEA would bring to this Task Force its extensive knowledge of both SPP M+ and the CAISO Extended Day-Ahead Market (EDAM). TEA has been an active stakeholder in the formation and development of SPP M+ and EDAM and is currently assisting other utilities in their respective implementation and go-live activities. TEA also has substantial overall experience operating in virtually every organized market across the US. TEA would specifically assign Ed Mount, TEA’s RAPC Representative, to this Task Force and would also make available on an as needed and/or requested basis by the Task Force, Dan Williams, TEA’s Principal Advisor on Western Markets and Laura Trolese, TEA’s Director of Western Markets and Strategy.
As a sponsor of this change request, APS is automatically assumed to be a member of this task force. APS does wish to participate as a member of this task force. Specifically, Tyler Moore will be our representative on this task force. He was actively engaged in the working group during the tariff and protocol development of EDAM, Markets+ and WRAP. Further, he is currently the chairman of the Markets+ Resource Adequacy Task force. His deep understanding of the construct of both Day-Ahead markets and the WRAP will be an asset for this working group.
NV Energy is a sponsor to the CRF and would prefer Rodger Manzano to represent NV Energy on the task force.
Bonneville submits itself to provide a member to this task force. Given our generation fleet, or transmission system, and our prominent role in facilitating power transfers across the West, Bonneville expects to play a key role in the operations of both day-ahead markets in the west. Additionally, Bonneville has taken a leadership role in market development in the west for the last several years and has significant staff expertise in the operations of both day ahead markets. These factors position Bonneville to make important and significant contributions to this task force.
Bonneville submits Matt Hayes as its nomination for its representative on this task force. Matt Hayes has 15 years of experience at Bonneville and is currently the Agency’s WRAP Program Manager. Matt’s primary experience at Bonneville has been in organized market development, NERC Compliance, and generation asset management. He has over 7 seven years of experience working to integrate BPA into organized markets (WEIM, EDAM, and Markets+).

Powerex possesses extensive knowledge in energy trading, market design, transmission and generation system modelling and forecasting, and has been an active participant in the SPP Markets+ market development effort and has also closely followed the CAISO EDAM development effort and participated in its stakeholder process. Since the inception of the WPP WRAP development effort Powerex has been active in all aspects of the Program’s design and formation.

PSE would like the opportunity to participate in the Day Ahead Market Optimization PRC Task Force by providing input into future WRAP policy decisions and collaborating with others to achieve a successful outcome for all WRAP participants. PSE is an active participant of FS and Ops Program workgroups, PRC and RAPC and has developed valuable insight into the program's policy and operational requirements. As an organization, PSE has extensive industry knowledge and experience which could be leveraged by the Day Ahead Market Optimization PRC Task Force. Prior to task force commencement, PSE will identify the relevant internal Subject Matter Expert to assign to the respective program task force.
