As a co-sponsor of this change request, APS is automatically assumed to be a member of this task force. APS has confidence that the task force can work through this without representation from APS, so we are opting out of direct membership in this task force.
One point of scoping clarification that we wanted to flag is that this task force should be looking at both the CAISO Wheel Through rules (included in the description of the change request) and the CAISO Non-RA high priority exports. The latter was included as part of 2024-CRF-007 that APS originally submitted but then closed and signed onto 2024-CRF-008 to help facilitate consolidation ahead of the PRC prioritization exercise in January.
NV Energy would like to nominate Rodger Manzano for the task force. NV Energy has a strong interest in change request 2024-CRF-08 as a neighboring transmission system to CAISO and engagement with CAISO’s transmission products.
Bonneville submits itself to provide a member to this task force. Given our generation fleet, or transmission system, and our prominent role in facilitating power transfers across the West, Bonneville expects to play a key role in the operations in both day-ahead markets in the west. This gives Bonneville both a significant interest in the outcome of this task force, and expertise to make significant contributions to its work.
Bonneville submits Andy Meyers as its nomination for its representative on this task force. Andy has been at Bonneville for nearly 25 years and brings extensive expertise in power and transmission trading and scheduling practices. He currently serves as Bonneville’s EDAM program manager and is in charge of coordinating with committed EDAM entities to implement Bonneville’s participation in EDAM via managing its load obligations that are located in BAAs that intend to join EDAM. Andy has spent the last several years coordinating with both SPP and EDAM on day-ahead market development and implementation.

PSE would like the opportunity to participate in the CAISO Firm Transmission PRC Task Force by providing input into future WRAP policy decisions and collaborating with others to achieve a successful outcome for all WRAP participants. PSE is an active participant of FS and Ops Program workgroups, PRC and RAPC and has developed valuable insight into the program's policy and operational requirements. As an organization, PSE has extensive industry knowledge and experience which could be leveraged by the CAISO Firm Transmission PRC Task Force. Prior to task force commencement, PSE will identify the relevant internal Subject Matter Expert to assign to the respective program task force.
As the sponsor of this concept, SRP appreciates the opportunity to participate in this task force. SRP’s interest lies in clarifying the eligibility of CAISO transmission products to meet WRAP’s firm transmission requirements. SRP believes it is important to identify clear criteria for acceptable use of Wheel-Through and Non-RA exports from CAISO in the WRAP framework. SRP looks forward to participating in this task force and developing guidance that promotes transparency for participants relying on CAISO transmission.
Tacoma Power would like participate in this workgroup to help resolve the current ambiguity around CAISO high-priority wheeling in WRAP. Specifically, we would nominate Leslie Almond for this workgroup. She has expertise in regional transmission issues.
