The Energy Authority, Inc. (TEA) appreciates the opportunity to submit nominations for Task Force membership and respectfully nominates itself for participation in the Earlier FS Metrics/Monthly Volatility PRC Task Force. TEA joined WRAP in 2021 as a Load Responsible Entity (LRE) for several Northwest consumer-owned utilities and has participated in all non-binding Forward Showings since joining the program. Through TEA’s experience in the non-binding Forward Showings to date, TEA has the same concerns and has similar experiences identified by the concept Co-Sponsors (Nevada Energy and Idaho Power Company) related to the timing of Forward Showing metrics and the monthly volatility of the Forward Showing Planning Reserve Margins (PRMs). As such, TEA has a keen interest in participating in this Task Force. TEA has extensive knowledge and experience in electric utility resource planning and is very familiar with the modeling approach used by WRAP to calculate its Forward Showing metrics and PRMs. Through its participation in various WRAP Participant Committee (RAPC) workgroups and task forces, TEA has also gained the foundational understanding and appreciation of the key issues likely to be addressed by this Task Force. TEA would specifically assign Ed Mount, TEA’s RAPC Representative, to this Task Force and would also endeavor to make available other subject matter experts as needed and/or requested by the Task Force.

APS would like to participate as a member of this task force. APS has participated in all non-binding forward showings since joining the WRAP program in 2022. Based on this experience, APS shares some of the same concerns brought forth by NVE regarding the timing of the availability of Forward Showing metrics and the challenges with taking meaningful action in the resource procurement space to fill any potential shortcomings to the Forward Showing. APS has extensive knowledge and experience in the resource planning space that would benefit this task force. APS would specifically assign Brandon Holmes to this task force. Brandon works very closely with our Resource Planning team as well as the Operations team who submits the forward showing and can pull in different subject matter experts from those groups to support the task force as needed.

Bonneville submits itself to provide a member to this task force. Given Bonneville’s significant role in managing the region’s reliability, and its expertise in load and transmission planning, Bonneville has a significant interest in helping to develop any revisions to the FS metrics. Bonneville wants to bring its expertise to help refine these metrics to reduce monthly volatility, so as to ensure WRAP can continue to enjoy success and a large membership. Bonneville submits Anthony Lusardi as its nomination for its representative on this task force. Anthony has been with Bonneville since June 2021 and currently serves as a Short-Term Load Forecaster. Since joining the agency, he has played a critical role in the development and implementation of Bonneville’s new load forecast. Over the years, Anthony has gained broad experience through his work across Bonneville’s Power Business Line, which has equipped him with a well-rounded understanding of Bonneville’s operations. With his cross-organizational experience and technical expertise, Anthony is well-positioned to support the development of revisions to the Forward Showing Metrics.

Powerex Corp. appreciates the opportunity to submit nominations for Task Force participation and submits our nomination for participation in Task Force 2024-CRF-02. Powerex possesses extensive knowledge in energy trading, market design, transmission and generation system modelling and forecasting, and has been an active participant in the SPP Markets+ market development effort and has also closely followed the CAISO EDAM development effort and participated in its stakeholder process. Since the inception of the WPP WRAP development effort, Powerex has been active in all aspects of the Program’s design and formation. Powerex’s contribution to the effort would be made from our team of traders, analysts and policy experts which includes: -Derek Russell – Director, Power -Michael Goodenough – Director Power -Ryan Holyk – Trader -Glen Tang – Trader -Rob Gosselin - Trader -Dan O’Hearn – Director Power -Raj Hundal – Director Market Policy -Others, as required. Specifically for 2024-CRF-02, we anticipate that Michael Goodenough would represent Powerex, with assistance from Glen Tang and Ryan Holyk.

PSE would like the opportunity to participate in the Earlier FS Metrics/Monthly Volatility PRC Task Force by providing input into future WRAP policy decisions and collaborating with others to achieve a successful outcome for all WRAP participants. PSE is an active participant of FS and Ops Program workgroups, PRC and RAPC and has developed valuable insight into the program's policy and operational requirements. As an organization, PSE has extensive industry knowledge and experience which could be leveraged by the Earlier FS Metrics/Monthly Volatility PRC Task Force. Prior to task force commencement, PSE will identify the relevant internal Subject Matter Expert to assign to the respective program task force.

Tacoma Power appreciates the opportunity to submit nominees and would like to participate as a member of the Earlier FS Metrics/Monthly Volatility task for. Tacoma Power shares the concerns about volatility of the FS metrics and the relatively short timeframe to acquire necessary resources. Specifically, Tacoma Power would like to nominate Leah Marquez-Glynn to this task force. She has been involved in WRAP on various workgroups since relatively early on in its development and is familiar with the relevant technical details of the FS program.
